So there are these things called patents, which protect inventions. And there are these bottom-feeding lowlife scum called patent trolls, who make no products but sue tiny businesses (like corner cafes and indie software programmers) for money, often using deceptive or misleading claims. And, because litigation is expensive, people pay.
Yes, this is just like Mafia protection money scams. Or any other holdup.
Anyway, plenty of people — including yours truly — hate patent trolls and want to see them castrated, while leaving the patent system intact. So, there is apparently legislation designed to do just that. (Which may or may not actually do just that.)
